New sound GCR limits

Question about the "new" GCR sound section:  is 103dBa a violation?  The reason I ask is that no words like "limit" or "maximum" are in the section.  Only that the "standard" is 103.  (Of course, "violation" is not a word normally associated with Sound issues :-)
Also, since all readings are "truncated" down to the nearest lower whole decibel, any recording of two or more readings leading to the 103 recording must all be over the "standard".  Therefore, once again, is a car recorded at exactly 103 considered needing repair?

In the absence of overiding sound limitations as mandated by the track, local/state ordinances, and/or the event supplemental regulations; 103 db is the maxium sound limit. Since all readings are truncated to the lower whole number, it would take a reading of 104 db or higher to be in violation.
